Licensed Child Placing Agency Administrator (LCPAA)
Position Overview
The Licensed Child Placing Agency Administrator serves as the chief executive officer of the Child Placing Agency, bearing ultimate responsibility for the agency's compliance with all applicable laws, regulations, and standards. This position provides executive leadership to ensure the safety, permanency, and well-being of all children served by the agency while maintaining operational excellence and regulatory compliance.
Primary Objectives
- Serve as the legally designated administrator per TAC §749.1355
- [T3C] Ensure agency maintains credentials for all T3C Service Packages
- Bear ultimate responsibility for agency compliance with all regulations
- Provide visionary leadership for the agency's mission and strategic direction
- [TBRI] Foster a trauma-informed organizational culture
- Ensure financial sustainability and growth of the agency
Key Responsibilities
Executive Leadership
- Serve as the official Licensed Administrator designated in writing per TAC §749.1355
- [T3C] Maintain responsibility for compliance with T3C System Blueprint requirements
- Report directly to the Board of Directors on all agency matters
- Develop and implement strategic plans for agency growth and improvement
- Ensure agency maintains all required licenses, permits, and [T3C] credentials
Regulatory Compliance
- Bear ultimate responsibility for compliance with:
- TAC §749 Minimum Standards for Child Placing Agencies
- [T3C] T3C System Blueprint requirements
- DFPS and SSCC contract requirements
- Federal and state laws affecting child welfare
- Coordinate all regulatory inspections and reviews
- [T3C] Oversee credentialing processes for Service Packages
- Implement corrective action plans as required
Financial Leadership
- Develop and oversee agency budget
- [T3C] Ensure financial viability across all Service Packages
- Monitor revenue streams and expense management
- Oversee billing, cost reporting, and claims administration
- Negotiate contracts with SSCC, DFPS, and other funders
Organizational Management
- Hire and supervise senior leadership team
- [T3C] Ensure adequate infrastructure for all Service Package requirements
- Develop and approve all agency policies and procedures
- [T3C] Oversee Continuous Quality Assurance and Improvement Program
- Ensure adequate insurance coverage and risk management
Board Relations
- Serve as primary liaison to Board of Directors
- Prepare board reports and presentations
- Implement board directives and policies
- Support board development and governance
External Relations
- Represent agency to DFPS, HHSC, courts, and other authorities
- [T3C] Participate in T3C stakeholder meetings and implementation
- Build collaborative relationships with community partners
- Advocate for children and families at all levels
Quality and Safety
- Ensure child safety is paramount in all decisions
- [T3C] Monitor outcomes across all Service Packages
- Review critical incidents and implement improvements
- [TBRI] Ensure trauma-informed practices throughout agency
Qualifications
Required Education and Experience (per TAC §749.1357)
- Bachelor's degree from accredited college or university; AND
- One of the following:
- Two years full-time experience in child-placing agency
- Two years administrative/supervisory experience in child care
- Two years teaching in accredited institution
- Other documented administrative experience acceptable to Licensing

Preferred Qualifications
- Master's degree in social work, public administration, or related field
- Previous experience as LCPAA
- [T3C] Experience with T3C implementation
- Knowledge of Evidence-informed Treatment Models
Additional Requirements
- [T3C] Must be full-time employee dedicated to single Child Placing Agency
- [T3C] Cannot be contracted - must be actual employee
- Must be formally designated as administrator in writing
- Complete all required training including:
- [TBRI] Trust-Based Relational Intervention (TBRI) within 90 days
- [T3C] T3C System Blueprint requirements training
- Minimum Standards administrator training
- Annual training requirements
- Pass comprehensive background checks per TAC §749.1215
- Maintain professional liability insurance
- Available 24/7 for emergencies
Physical Requirements
- Ability to travel extensively for agency business
- Capable of working extended hours
- Ability to handle high-stress situations
- Physical presence at agency locations as needed
Working Conditions
