Program Director
Position Overview
The Program Director is responsible for the overall administration, operations, and management of services provided by the Child Placing Agency. This position works closely with the Licensed Child Placing Agency Administrator to ensure effective delivery of all programs and services while maintaining compliance with regulatory requirements. The Program Director provides strategic and operational leadership for the agency's treatment programs and foster care services.
Primary Objectives
- [T3C] Provide operational leadership for all T3C Service Packages and Add-On Services
- Ensure effective implementation of agency programs and services
- [T3C] Maintain the agency's Evidence-informed Treatment Model
- Support the LCPAA in maintaining regulatory compliance
- [TBRI] Champion trauma-informed care practices throughout service delivery
- Drive continuous quality improvement in all program areas
Key Responsibilities
Program Administration
- [T3C] Manage daily operations of all T3C Service Packages
- Develop and implement program policies and procedures
- [T3C] Ensure service delivery meets T3C Blueprint specifications
- Monitor program performance and outcome metrics
- Coordinate with Treatment Director on clinical service delivery
Service Delivery Oversight
- [T3C] Oversee implementation of Service Package requirements including:
- Case Management services
- Intake and Placement processes
- [T3C] Aftercare Services Planning and delivery
- Cross-system coordination
- Ensure timely and appropriate placement of children
- [T3C] Monitor staff-to-child ratios for compliance with Service Package requirements
- Supervise quality of care across all foster homes
Staff Management
- Supervise program managers and coordinators
- [T3C] Ensure adequate staffing for all Service Packages
- Conduct performance evaluations and provide feedback
- [T3C] Coordinate Staff Training and Workforce Development initiatives
- [TBRI] Ensure all staff complete required TBRI and trauma-informed training
Quality Assurance
- [T3C] Implement Continuous Quality Assurance and Improvement Program
- Monitor compliance with Minimum Standards and contract requirements
- Conduct internal reviews and audits
- [T3C] Track and analyze child outcomes by Service Package
- Develop and implement corrective action plans
Financial Management
- Assist in budget development and monitoring
- [T3C] Ensure accurate documentation for billing by Service Package
- Monitor program expenditures and cost effectiveness
- Support grant writing and funding development
Stakeholder Relations
- Collaborate with DFPS, SSCC, and community partners
- [T3C] Participate in T3C implementation meetings and trainings
- Represent agency at professional meetings and conferences
- Build relationships with referral sources and service providers
Foster Family Support
- [T3C] Oversee Foster Family Home Recruitment and Retention efforts
- Ensure adequate support and training for foster families
- [TBRI] Promote TBRI practices among all caregivers
- Address foster family concerns and needs
Qualifications
Required Education and Experience
- [T3C] Bachelor's level or above degree; OR
- [T3C] At least 5 years' experience working in a residential childcare setting (can substitute for education)
- Minimum 3 years supervisory experience in child welfare or related field
Required Knowledge and Skills
- Strong knowledge of child welfare regulations and best practices
- [T3C] Understanding of T3C System Blueprint requirements
- Excellent leadership and team management abilities
- Strong analytical and problem-solving skills
- [TBRI] Knowledge of trauma-informed care principles
- Proficient in data analysis and report writing
- Excellent communication and interpersonal skills
Preferred Qualifications
- Master's degree in social work, human services, or related field
- [T3C] Experience with specific Service Packages offered by agency
- Knowledge of Evidence-informed Treatment Models
- Experience with continuous quality improvement processes
Additional Requirements
- [T3C] Must be an actual employee of the Child Placing Agency (cannot be contracted)
- [T3C] If serving as LCPAA, must be full-time and dedicated to single agency
- Complete all required training including:
- [TBRI] Trust-Based Relational Intervention (TBRI) within 90 days
- [T3C] Service Package specific training requirements
- Annual training requirements per Minimum Standards
- Pass comprehensive background checks and drug screening
- Maintain valid driver's license and automobile insurance
- Available for emergency situations and after-hours needs
Physical Requirements
- Ability to travel to multiple locations regularly
- Capable of extended computer work
- Ability to lift up to 25 pounds
- Mental and emotional capacity for high-stress situations
Working Conditions
- Office environment with regular field visits
- Some evening and weekend work required
