Position Overview
The Program Director and Licensed Child Placing Agency Administrator serves as the senior executive responsible for the overall administration, operations, and management of the Child Placing Agency. This combined position fulfills both the T3C System Program Director requirements and the TAC §749 Licensed Child Placing Agency Administrator (LCPAA) responsibilities. This position ensures compliance with all regulatory requirements while providing strategic leadership for the agency's mission of serving children in foster care and adoption.
This is a hands-on leadership position requiring direct, in-person operational management of agency functions across multiple locations. The role demands regular daily presence to oversee staff, coordinate services, ensure regulatory compliance, and provide immediate leadership guidance for complex child welfare situations.
Primary Objectives
- [T3C] Provide leadership for all T3C Service Packages and Add-On Services offered by the agency
- Ensure full compliance with TAC §749 Minimum Standards, T3C System Blueprint requirements, and all applicable state and federal regulations
- Maintain the agency's operating license and [T3C] credentials for all service packages
- Develop and implement strategic initiatives to improve outcomes for children and families
- [T3C] Oversee the implementation and maintenance of the agency's Evidence-informed Treatment Model
- Foster a culture of continuous quality improvement and trauma-informed care
- Provide direct, in-person leadership and operational oversight to ensure program excellence
Key Responsibilities
Executive Leadership and Administration
Daily Operational Management:
- Serve as the designated Licensed Child Placing Agency Administrator per TAC §749.1355
- [T3C] Assume responsibility for overall administration of all T3C Service Packages
- Maintain regular daily office hours (8:30 AM - 4:30 PM) to ensure consistent leadership presence, staff accessibility, and immediate response capability for operational needs
- Provide direct oversight of daily operations including staff supervision, crisis response coordination, regulatory compliance monitoring, and interdepartmental communication
- Conduct daily operational reviews to identify and address emerging issues before they escalate
- Ensure immediate availability to staff for consultation, guidance, and decision-making on complex cases
- Maintain physical presence necessary for hands-on management including direct observation of operations, in-person staff meetings, real-time problem solving, and relationship building with internal and external stakeholders
Policy and Strategic Leadership:
- Develop and implement agency policies and procedures in compliance with all regulations
- Ensure maintenance of all required licenses, permits, and [T3C] credentials
- Report directly to the Board of Directors on agency operations and compliance
- Lead strategic planning initiatives and organizational development efforts
Program Management
Service Delivery Oversight:
- [T3C] Oversee delivery of services inherent in all approved Service Packages
- Direct the development and implementation of treatment programs and services

Financial Oversight
- Develop and manage agency budgets in alignment with [T3C] rate structures
- Ensure accurate billing and cost reporting for all services
- [T3C] Monitor financial sustainability across all Service Packages
- Oversee contract negotiations with SSCC and DFPS
- Analyze cost-effectiveness and implement efficiency improvements
Staff Leadership and Development
Recruitment and Staffing:
- Partner actively with Human Resources to ensure adequate staffing levels across all service functions
- Take leadership role in recruitment efforts including participating in candidate interviews, assessing organizational fit, and making hiring recommendations
- Monitor staffing ratios continuously and initiate recruitment processes proactively when approaching 80% capacity in any position category
- Ensure compliance with [T3C] staffing ratio requirements for all Service Packages
- Develop retention strategies to maintain stable, experienced workforce
Direct Supervision and Support:
- Recruit, hire, and supervise senior management team
- [T3C] Ensure adequate staffing ratios for all Service Packages
- Provide regular supervision, mentoring, and performance feedback to direct reports
- Foster professional development and [T3C] training requirements
- [TBRI] Promote trauma-informed care practices throughout the organization

Crisis Response and 24/7 Leadership
On-Call System Coordination:
- Maintain ultimate responsibility for ensuring 24/7 on-call coverage is consistently staffed and operational
- Establish and maintain on-call rotation schedules for Case Managers, ensuring backup coverage at all times
- Serve as secondary backup in on-call rotation, providing direct crisis support when primary responders are unavailable or when situations require senior leadership involvement
- Monitor on-call system effectiveness and make adjustments as needed to ensure reliability
Emergency Leadership Availability:
- Maintain availability 24/7 for consultation and guidance in emergency situations, recognizing that child welfare crises do not occur only during business hours
- Provide phone consultation and decision-making support to on-call staff for complex situations involving placement disruptions, psychiatric emergencies, child safety concerns, and regulatory incidents
- Make critical decisions regarding emergency placement changes, hospital admissions, law enforcement involvement, and DFPS notifications
- Ensure appropriate steps are taken and proper protocols followed even when not providing in-person response
- Document all after-hours consultations and follow up during regular business hours
Crisis Response Protocols:

- Ensure crisis response protocols are current, staff are trained, and systems are tested regularly

Compliance and Quality Assurance
Regulatory Oversight:
- Ensure compliance with all applicable laws, regulations, and contract requirements

External Relations and Strategic Partnerships
Stakeholder Engagement:
- Represent the agency to DFPS, SSCC, and other stakeholders
- Build collaborative relationships with community partners

Home Recruitment and Development Leadership:
- Provide leadership oversight and strategic direction to the Home Development department

- Participate in foster parent orientation and retention activities as needed

Qualifications
Required Education and Experience
- [T3C] Bachelor's degree or above; OR
- [T3C] At least 5 years' experience working in a residential childcare setting (can substitute for education requirement)
- Meets LCPAA qualifications per TAC §749.1357

Employment Structure

Complete all required pre-service and annual training including:
