11. DFPS CAREGIVER TRAINING GATES (DFPS 24-Hr RCC FY26)
Operationalizes FC-16 Section 11. These are placement gates: Step 11.1 must be complete before an individual provides any direct care; Step 11.2 must be complete before an individual is the only Caregiver responsible for a child.
11.1 DFPS Sexual Abuse Caregiver Training (RCC §5600)
| Who | How | When | Where | Regulatory Reference |
|---|---|---|---|---|
| Home Development (caregivers) / HR (staff) |
|
At application/hire, before the Caregiver Training Hub course can be taken | DFPS Provider Portal | DFPS 24-Hr RCC §5600 |
| Caregiver / Direct-care employee | Complete the required DFPS caregiver training on child sexual abuse in the Caregiver Training Hub | Before providing direct care to children in DFPS conservatorship; annually thereafter | DFPS Caregiver Training Hub | DFPS 24-Hr RCC §5600 |
| Training Coordinator |
|
Before direct care; annually | LMS; Radius | DFPS 24-Hr RCC §5600; FC-16 §8 |
11.2 Pre-Service Trauma-Informed Care Quantum (RCC §5510)
| Who | How | When | Where | Regulatory Reference |
|---|---|---|---|---|
| Training Coordinator |
|
During pre-service (within the existing 37-hour block per FC-16 §11.2) | Training facility; online (DFPS-approved TIC courses) | DFPS 24-Hr RCC §5510 |
| Training Coordinator | Verify a minimum of 8 documented TIC hours — including the DFPS-approved course, ACEs, and STS components — before the caregiver or employee (including Case Managers) is the only Caregiver responsible for a child; assign supplemental TIC hours where the documented total falls short | Before sole-caregiver responsibility | LMS; Radius | DFPS 24-Hr RCC §5510 |
11.3 Kinship Two-Hour DFPS TIC (RCC §5510)
Steps are in Section 7.1 above: the verified kinship caregiver completes the two-hour DFPS Trauma-Informed Care Training within 60 days of the placement of the first child in the home; the certificate is filed in the licensing file. Verified kinship caregivers are not required to complete the additional six TIC hours unless Refuge House requires it. (DFPS 24-Hr RCC §5510)
11.4 Annual TIC Refresher (RCC §5520) and Documentation (RCC §5530)
The annual two-hour TIC refresher is delivered and tracked through the annual caregiver training in Section 4.1 (Trauma-Informed Care, 2 hrs) and applies to direct-care employees including Case Managers; TIC completion certifications are kept in the caregiver's/employee's records per Section 8. (DFPS 24-Hr RCC §§5520, 5530)
Implementation guidance: the Provider Portal registration roster, Caregiver Training Hub completion dates (initial + annual anniversary), and per-person designated-TIC-hour tallies are tracked in the LMS compliance reports (Section 8.2); a consolidated RCC-gate view (registration status, sexual-abuse-training currency, TIC quantum met, kinship 60-day clock) is planned for the Pulse training dashboard. Until automated, the Training Coordinator maintains these gates in the monthly compliance report.
