RCC FY26 pre-service gates: verification is not complete until the DFPS Provider Portal registration and Caregiver Training Hub child-sexual-abuse course (before any direct care) and the 8-hour Trauma-Informed Care quantum (before sole-caregiver responsibility) are documented — see Section 11 (DFPS 24-Hr RCC §§5600, 5510).

For the 2INgage network, the annual personnel DERPP acknowledgment is tracked in the training record, foster parents are provided Texas Health Steps information during caregiver training, and CSA training is assigned to caregivers serving children with a sexual-behavior history. 11. DFPS CAREGIVER TRAINING GATES (DFPS 24-Hr RCC FY26)

Operationalizes FC-16 Section 11. These are placement gates: Step 11.1 must be complete before an individual provides any direct care; Step 11.2 must be complete before an individual is the only Caregiver responsible for a child.

11.1 DFPS Sexual Abuse Caregiver Training (RCC §5600)

11.2 Pre-Service Trauma-Informed Care Quantum (RCC §5510)

11.3 Kinship Two-Hour DFPS TIC (RCC §5510)

Steps are in Section 7.1 above: the verified kinship caregiver completes the two-hour DFPS Trauma-Informed Care Training within 60 days of the placement of the first child in the home; the certificate is filed in the licensing file. Verified kinship caregivers are not required to complete the additional six TIC hours unless Refuge House requires it. (DFPS 24-Hr RCC §5510)

11.4 Annual TIC Refresher (RCC §5520) and Documentation (RCC §5530)

The annual two-hour TIC refresher is delivered and tracked through the annual caregiver training in Section 4.1 (Trauma-Informed Care, 2 hrs) and applies to direct-care employees including Case Managers; TIC completion certifications are kept in the caregiver's/employee's records per Section 8. (DFPS 24-Hr RCC §§5520, 5530)

Implementation guidance: the Provider Portal registration roster, Caregiver Training Hub completion dates (initial + annual anniversary), and per-person designated-TIC-hour tallies are tracked in the LMS compliance reports (Section 8.2); a consolidated RCC-gate view (registration status, sexual-abuse-training currency, TIC quantum met, kinship 60-day clock) is planned for the Pulse training dashboard. Until automated, the Training Coordinator maintains these gates in the monthly compliance report.
