Treatment Director

Position Overview

The Treatment Director is a full-time, exempt position reporting directly to the CEO [T3C] and/or Program Director. This role is responsible for the primary oversight and clinical management of the agency's therapeutic services, ensuring that all treatment programs are effectively directed and managed [T3C] in accordance with the agency's Evidence-informed Treatment Model and Service Package requirements.

[T3C] This position fulfills the Treatment Director requirements for all T3C Service Packages including Mental & Behavioral Health Support Services, IDD/Autism Spectrum Disorder Support Services, Substance Use Support Services, Short-Term Assessment Support Services, and T3C Treatment Foster Family Care Support Services.

Primary Objectives

• Provide leadership and overall management of the treatment program
• Ensure the delivery of high-quality therapeutic services to children with emotional disorders, intellectual disabilities, autism spectrum disorder, and other special needs
• Facilitate a trauma-informed care environment that supports the unique needs of each child
• [T3C] Supervise all clinical staff providing services under specific Service Packages
• [T3C] Ensure compliance with T3C Service Package treatment requirements
• [TBRI] Promote Trust-Based Relational Intervention practices throughout clinical services

Key Responsibilities

Clinical Oversight

• Monitor the progress of children in collaboration with the Administrator and Program Director
• Supervise the development of Master Plans, Quarterly Reviews, and service plan addendums for children in foster care
• [T3C] Provide supervision to Service Package specific therapists including:
  • Licensed Therapists for mental health services
  • [T3C] Licensed Chemical Dependency Counselors (LCDC) for substance use services
  • [T3C] Qualified Credentialed Counselors (QCC) for substance use services
  • [T3C] Licensed Sex Offender Treatment Providers (LSOTP) for sexual aggression services
• [T3C] Ensure treatment aligns with desired individual outcomes for each Service Package
• [T3C] Ensure On-Call Licensed Therapist coverage for Treatment Foster Family Care (24/7)
• [T3C] Provide clinical oversight for substance use treatment coordination
• [T3C] Review Short-Term Assessment recommendations before Service Package determination

Program Management

• [T3C] Oversee implementation of the agency's Evidence-informed Treatment Model
• [T3C] Ensure treatment services meet specific Service Package expectations
• Participate in weekly clinical and administrative meetings
• Represent Refuge House to the public and referral agencies
• [T3C] Collaborate with Behavior Support Specialists/Mentors on treatment planning

Quality Assurance and Compliance

• Review and approve incident reports
• Inform licensing representatives of incidents as required and participate in internal investigations
• Prepare children's files, family files, training records, and other documentation for quality assurance purposes
• Contribute to Performance Quality Improvement (PQI) initiatives
• [T3C] Support the Continuous Quality Assurance and Improvement Program
• [T3C] Monitor treatment fidelity to Evidence-informed Treatment Model

Staff Development

• [T3C] Ensure all clinical staff are trained in the agency's Treatment Model
• [TBRI] Provide TBRI consultation to clinical team
• Provide consultation, training, and technical assistance to caregivers regarding trauma-informed caregiving techniques
• [T3C] Coordinate with Staff Training and Workforce Development on clinical training needs

Additional Responsibilities

• Be available on-call for supervisory issues
• Maintain knowledge of and compliance with Refuge House policies, procedures, and licensing requirements
• [T3C] Participate in Service Package credentialing processes
• [T3C] Ensure clinical documentation meets Service Package requirements

Service Package Clinical Oversight

Substance Use Support Services Oversight:

• Review and approve substance use assessment recommendations
• Consult on relapse response and treatment plan adjustments
• Coordinate with substance use treatment providers
• Ensure non-punitive approach maintained across treatment team
• Provide clinical guidance for MAT coordination when applicable
• Review drug screening results in clinical context

Short-Term Assessment Support Services Oversight:

• Approve assessment plans and methodology
• Review assessment findings and Service Package recommendations
• Provide clinical consultation for emerging concerns during assessment
• Ensure assessment documentation supports package determination

T3C Treatment Foster Family Care Oversight:

• [CRITICAL] Provide or coordinate On-Call Licensed Therapist availability (24/7 requirement per T3C Blueprint p.138)
• [CRITICAL] Conduct 60-day Continued Stay Reviews jointly with Program Director
• [CRITICAL] Provide written confirmation of continued appropriateness within 15 business days
• Supervise Licensed Therapists providing intensive therapy (1:11 ratio)
• Oversee step-down planning and readiness assessment
• Review crisis patterns and treatment implications
• Coordinate psychiatric services and medication management
• Ensure treatment intensity matches high-acuity population needs
• Monitor 365-day maximum length of service compliance

Qualifications

Required Education and Experience - Standard Services

• Must be a psychiatrist or psychologist; OR
• Hold a Master's degree in a human services field from an accredited college or university with three years of experience providing treatment services for children with emotional disorders, including one year in a residential setting; OR
• Be a licensed master social worker, licensed clinical social worker, licensed professional counselor, or licensed marriage and family therapist with three years of similar experience

[T3C] Additional Qualifications for IDD/Autism Spectrum Disorder Services If overseeing IDD/Autism services, may alternatively be:

• [T3C] A registered nurse; OR
• [T3C] Certified by the Texas Education Agency as an education diagnostician with a master's degree in special education or human services field, and have three years of experience working with children with intellectual disabilities or autism spectrum disorder

Required Knowledge and Skills

• Experience working with children with intellectual disabilities or autism spectrum disorder is preferred
• Strong ability to handle cultural differences within the service population and staff
• Excellent communication, organizational, writing, and relationship development skills
• Ability to respond calmly to emergencies and de-escalate tense situations
• [T3C] Knowledge of Service Package requirements and expectations
• [T3C] Understanding of Evidence-informed Treatment Models
• [TBRI] Proficiency in Trust-Based Relational Intervention approaches

Preferred Qualifications

• Experience with adolescent substance use treatment
• Knowledge of psychiatric emergency response
• Familiarity with step-down treatment models

Additional Requirements

• [T3C] Must be an actual employee of the Child Placing Agency (this position cannot be contracted)
• Must complete pre-service training including:
  • [TBRI] Trust-Based Relational Intervention (TBRI) within 90 days
  • Trauma-informed care training (one hour) within 90 days
  • Human trafficking training (four hours) within 90 days
  • [T3C] Agency's Evidence-informed Treatment Model training
  • [T3C] Service Package specific clinical requirements
• Must meet ongoing training requirements related to trauma-informed care practices
• [T3C] Complete annual training per T3C and Minimum Standards requirements
• Pass comprehensive background checks and drug screening
• Maintain appropriate professional licensure
• Available for on-call rotation as needed

Physical Requirements

• Ability to travel to foster homes and other locations as needed
• Capable of sitting for extended periods for documentation
• Mental and emotional capacity to handle secondary trauma
• Ability to respond to crisis situations

Working Conditions

• Primarily office-based with occasional field visits
• Some evening and weekend availability required
• Exposure to emotionally challenging situations
• Collaborative team environment
