Treatment Director - Part-Time

Position Overview

The Treatment Director is a part-time, exempt position reporting directly to the CEO and/or Program Director. This role's primary responsibility is developing and overseeing individualized service plans for all children in care, ensuring clinical oversight and compliance with regulatory requirements. [T3C] This position fulfills the Treatment Director requirements for all T3C Service Packages including Mental & Behavioral Health Support Services, IDD/Autism Spectrum Disorder Support Services, Substance Use Support Services, Short-Term Assessment Support Services, and T3C Treatment Foster Family Care Support Services while operating on a part-time basis as permitted by T3C guidelines.

Primary Objectives

• Develop, review, and oversee all children's service plans
• Provide clinical supervision and consultation for treatment planning
• [T3C] Ensure service plans align with Service Package requirements and desired outcomes
• [TBRI] Integrate trauma-informed approaches into all service planning
• Maintain compliance with all regulatory requirements for treatment oversight
• [T3C] Supervise Licensed Therapists serving Mental & Behavioral Health and IDD/Autism populations
• [T3C] Conduct 90-day continued stay reviews for specialized service packages

Key Responsibilities

Service Plan Development and Oversight (Primary Focus)

• Develop comprehensive initial service plans for all children within required timeframes
• Conduct and document quarterly service plan reviews
• Prepare service plan addendums as needs change
• [T3C] Ensure service plans address Service Package specific requirements:
  • Basic Foster Care needs
  • Mental & Behavioral Health treatment goals
  • IDD/Autism developmental and behavioral objectives
  • Short-Term Assessment objectives
  • Specialized services as applicable
• Collaborate with case managers on implementation of service plans
• [T3C] Monitor progress toward desired individual outcomes using CANS 3.0 assessment data

Clinical Supervision

• Provide clinical consultation to case management team
• [T3C] Supervise Licensed Therapists and specialized clinicians as needed
• Review and approve clinical assessments and treatment recommendations
• [TBRI] Ensure trauma-informed approaches in all treatment planning
• Available for consultation on complex cases
• [T3C] Coordinate with Behavioral Support Specialists (1:15 ratio) and Crisis Management Staff (1:25 ratio)
• [T3C] Ensure On-Call Licensed Therapist coverage for Treatment Foster Family Care (24/7)
• [T3C] Provide clinical oversight for substance use treatment coordination
• [T3C] Review Short-Term Assessment recommendations before Service Package determination

T3C MENTAL & BEHAVIORAL HEALTH SUPPORT SERVICES SPECIFIC RESPONSIBILITIES

Supervision and Oversight

• Supervise Licensed Therapists providing services at 1:14 ratio for children with DSM-5 mental health diagnoses requiring intensive therapeutic support
• Ensure Licensed Therapists are credentialed with STAR Health for Medicaid-covered services
• Monitor therapy frequency and ensure alignment with individual service plans and clinical needs
• Coordinate with STAR Health for therapeutic service authorizations
• Address service denials within 3 business days (notify SSCC/DFPS and Regional Well-being Specialist)

Continued Stay Reviews

• Conduct comprehensive 90-day continued stay reviews for all Mental & Behavioral Health placements
• Evaluate child progress toward treatment goals and permanency outcomes
• Determine continued appropriateness of Mental & Behavioral Health service level
• Collaborate with Program Director on quarterly reviews
• Submit written confirmation of continued stay determinations to SSCC/DFPS within 15 business days

Assessment and Service Planning

• Oversee implementation of CANS 3.0 assessments every 90 days for children over age 3
• Ensure service plans address specific mental health treatment goals for children with emotional disorders
• Monitor treatment model fidelity for trauma-informed, therapeutically intensive approaches
• Review therapy utilization patterns and clinical progress documentation
• Coordinate psychiatric services for medication management when applicable

Crisis Management and Clinical Consultation

• Provide clinical consultation for crisis situations involving children with mental health diagnoses
• Review crisis incidents to inform treatment planning and behavioral interventions
• Support development and implementation of individualized crisis prevention plans
• Ensure staff are trained in mental health crisis recognition and response

T3C IDD/AUTISM SPECTRUM DISORDER SUPPORT SERVICES SPECIFIC RESPONSIBILITIES

Supervision and Coordination

• Supervise Licensed Therapists with developmental specialization providing services at 1:12 ratio for children with IDD/Autism diagnoses
• Coordinate with Registered Nurse (RN) providing 24/7 consultation for medical needs
• Ensure therapists have expertise in providing services to children with intellectual disabilities or autism spectrum disorder
• Monitor therapy services adapted to developmental needs and communication abilities
• Verify Licensed Therapists are credentialed with STAR Health for Medicaid-covered developmental services

Developmental Assessment and Planning

• Oversee implementation of CANS 3.0 assessments with developmental considerations every 90 days
• Ensure service plans include developmentally appropriate goals and adaptive functioning objectives
• Review individualized care plans developed by RN for medical and behavioral needs
• Coordinate developmental evaluations and specialized assessments as needed
• Monitor progress on developmental milestones and adaptive skills

Continued Stay Reviews

• Conduct comprehensive 90-day continued stay reviews for all IDD/Autism placements
• Evaluate developmental progress, behavioral improvements, and adaptive functioning gains
• Determine continued appropriateness of IDD/Autism service level
• Consider readiness for step-down to less intensive service levels when developmentally appropriate
• Submit written confirmation of continued stay determinations to SSCC/DFPS within 15 business days

Educational and Medical Coordination

• Collaborate with education liaison for IEP/504 support and school coordination
• Review educational progress and advocate for appropriate accommodations
• Coordinate with RN on medical protocols, medication management, and caregiver training
• Ensure continuity of Early Childhood Intervention services when applicable
• Support access to regional IDD services and developmental specialists

Behavioral Support

• Oversee implementation of positive behavior interventions and supports (PBIS)
• Review functional behavior assessments and individualized behavior plans
• Ensure behavioral interventions are developmentally appropriate and trauma-informed
• Coordinate with Behavioral Support Specialists on visual supports and structured teaching strategies
• Address sensory needs and communication adaptations in treatment planning

ADDITIONAL T3C SERVICE PACKAGE CLINICAL OVERSIGHT

Substance Use Support Services Oversight

• Review and approve substance use assessment recommendations
• Consult on relapse response and treatment plan adjustments
• Coordinate with substance use treatment providers
• Ensure non-punitive approach maintained across treatment team
• Provide clinical guidance for MAT coordination when applicable
• Review drug screening results in clinical context

Short-Term Assessment Support Services Oversight

• Approve assessment plans and methodology
• Review assessment findings and Service Package recommendations
• Provide clinical consultation for emerging concerns during assessment
• Ensure assessment documentation supports package determination

T3C Treatment Foster Family Care Oversight

• [CRITICAL] Provide or coordinate On-Call Licensed Therapist availability (24/7 requirement per T3C Blueprint p.138)
• [CRITICAL] Conduct 60-day Continued Stay Reviews jointly with Program Director
• [CRITICAL] Provide written confirmation of continued appropriateness within 15 business days
• Supervise Licensed Therapists providing intensive therapy (1:11 ratio)
• Oversee step-down planning and readiness assessment
• Review crisis patterns and treatment implications
• Coordinate psychiatric services and medication management
• Ensure treatment intensity matches high-acuity population needs
• Monitor 365-day maximum length of service compliance

Quality Assurance

• Review critical incidents affecting treatment planning
• Participate in quality assurance reviews related to service planning
• [T3C] Support Continuous Quality Improvement initiatives
• Ensure service plan documentation meets all regulatory requirements
• [T3C Mental & Behavioral Health] Monitor CANS score trends, therapy utilization patterns, and placement stability metrics
• [T3C IDD/Autism] Track developmental progress measures, educational outcomes, and RN consultation effectiveness

Limited Administrative Duties

• Attend essential clinical meetings (may be virtual)
• Provide clinical input for agency policies and procedures
• [T3C] Support credentialing processes with clinical expertise
• Collaborate with Program Director on treatment program development
• [T3C] Participate in training development for Mental & Behavioral Health and IDD/Autism service models

Consultation and Training

• Provide trauma-informed care consultation to staff and caregivers
• [TBRI] Offer TBRI guidance for challenging cases
• Support case managers in understanding clinical needs
• [T3C] Ensure staff understand Service Package treatment expectations
• [T3C Mental & Behavioral Health] Provide consultation on mental health diagnoses, crisis intervention, and therapeutic approaches
• [T3C IDD/Autism] Provide consultation on developmental disabilities, communication strategies, and behavioral supports

Qualifications

Required Education and Experience

For Mental & Behavioral Health Support Services (Must meet ONE of the following):

• Be a psychiatrist or psychologist; OR
• Hold a Master's degree in a human services field from an accredited college or university AND have three years of experience providing treatment services for children with emotional disorders, including one year in a residential childcare setting; OR
• Be a licensed master social worker, licensed clinical social worker, licensed professional counselor, or licensed marriage and family therapist AND have three years of experience providing treatment services for children with emotional disorders, including one year in a residential childcare setting

For IDD/Autism Spectrum Disorder Support Services (Must meet ONE of the following):

• Be a psychiatrist, psychologist, professional counselor, clinical social worker, marriage and family therapist, or registered nurse; OR
• Be certified by the Texas Education Agency as an education diagnostician, have a master's degree in special education or human services field, AND have three years of experience working with children with intellectual disabilities or autism spectrum disorder

Note: A Treatment Director may meet qualifications for one or both packages depending on their specific credentials and experience.

Required Knowledge and Skills

• Expertise in service planning and treatment coordination
• Strong clinical assessment and documentation skills

• Knowledge of STAR Health system and Medicaid authorization processes
• Ability to work independently and manage time effectively
• Excellent written communication for service plan development and continued stay reviews

Preferred Qualifications

• Experience with adolescent substance use treatment
• Knowledge of psychiatric emergency response
• Familiarity with step-down treatment models

Additional Requirements

• [T3C] Must be an actual employee of the Child Placing Agency (CANNOT be contracted position)

• Maintain appropriate professional licensure
• Pass background checks and drug screening
• Available for emergency consultation as needed

Schedule and Availability

• Part-time schedule based on caseload needs
• Flexible hours with ability to attend key meetings
• Remote work possible for service plan development
• On-call availability for urgent clinical matters
• Available for 90-day continued stay reviews within required timeframes

Physical Requirements

• Primarily desk/computer work for service plan development
• Occasional travel for meetings or assessments
• Mental capacity to handle complex clinical situations

Position Structure

This position is structured to meet T3C Treatment Director requirements for both Mental & Behavioral Health Support Services and IDD/Autism Spectrum Disorder Support Services packages while focusing primarily on service plan development, clinical supervision, and oversight. The part-time nature allows for efficient use of clinical expertise while maintaining compliance with regulatory requirements.

The Treatment Director serves as the clinical leader ensuring that all children receive appropriate, trauma-informed services tailored to their specific needs, whether those needs involve mental health diagnoses, developmental disabilities, or both.
