How your reimbursement works
Each day a child is placed in your home, Refuge House passes through a daily reimbursement to your family. The amount depends on the child's Service Package — Basic, Mental & Behavioral Health, IDD/Autism, and so on — assigned at placement by DFPS or your case manager.
If the child also qualifies for an Add-On Service (Transition Support, Pregnant & Parenting Youth, or Kinship), additional reimbursement may apply on top of the base package rate.
You're paid twice per month: on the 15th (for care provided the 1st–15th of the prior month) and on the last day of the month (for care provided the 16th–end of the prior month). Refuge House pays foster families on schedule whether or not the agency has been reimbursed by the state.
Service Package Rates (per child, per day)
Foundation package for all T3C placements. Every child placed at Refuge House has a Basic credential at minimum.
For children with mental health needs requiring therapeutic parenting and crisis support.
For children with intellectual or developmental disabilities, including autism spectrum disorder.
Refuge House credentialing in progress. For youth needing recovery-supportive care.
Refuge House credentialing in progress. Time-limited assessment placements (max 30–45 days).
Refuge House credentialing in progress. The most intensive package, max 2 children, time-limited.

Add-On Services (paid in addition to the base package)
For older youth preparing for independent living. Funds normalcy activities and transition support.
This $26.28/day pass-through serves as the enhanced FCMP — it funds the youth's biological child(ren) (diapers, formula, clothing, supplies). Youth-facing parenting supports are funded separately through agency retainage and don't affect your daily reimbursement.
Kinship Add-On funding stays with Refuge House to provide direct support services to kinship families. No daily pass-through, but you'll receive expanded coordination and resource navigation.
• Only one Service Package rate applies per day — children receive one base rate at a time.
• Multiple Add-Ons may apply if the youth qualifies (for example, a 16-year-old parent in MBH could trigger both Transition and Pregnant & Parenting Add-Ons).
• STASS placements cannot receive Add-Ons while in assessment.
• During approved respite (Intermittent Alternative Care), both your home and the respite home receive the daily rate.
